The supreme leader is the commander in chief of the armed forces, controlling military intelligence and security operations; and have exclusive rights to declare war. The Revolutionary Protection Council consists of 12 religious jurists, six of whom are appointed by the Supreme Leader. The Justice Minister (also appointed by the Supreme Leader) will introduce the other six members, and they will be formally appointed by Parliament. This council is responsible for interpreting the constitution and can veto the Parliament. If the law is not consistent with the constitution or Sharia (Islamic law), it will be handed back to the revised Parliament. On one occasion of exercising its power, the Council was controversial based on a narrow understanding of the Iranian constitution, vetoing parliamentary candidates.
